MUSCAT – This quota applies to all government entities and private sector employers with forty (40) or more workers, ensuring they are integrated into the workforce and enjoy the same rights and benefits as other employees.
The new legislation reinforces Oman’s commitment to safeguarding the rights of persons with disabilities, ensuring equal opportunities, and fostering a society built on fairness, accessibility, and dignity for all.
The law lays out regulatory provisions that guarantee the rights of persons with disabilities, entrench the principles of justice and equality, and establish an inclusive environment across all sectors—social, educational, economic, and professional.
Under Article 47, the relevant authority is mandated to monitor data on job seekers with disabilities and register those employed, in coordination with the Ministry of Social Development.
Article 48 sets a clear employment quota, requiring both government entities and private sector employers to allocate at least five percent (5%) of available positions to qualified persons with disabilities nominated by the relevant authority. The quota applies to employers with 40 or more employees, aligning with the broader goal of equitable workforce participation.
The law also stipulates that all individuals appointed under these provisions shall enjoy the same rights and benefits as other employees, with no discrimination in compensation, promotion, or workplace treatment. Institutions are also obliged to provide necessary accommodations to ensure that persons with disabilities can perform their duties effectively and with dignity.
The law grants the competent Minister, following Cabinet approval, the authority to increase the quota percentage in the future
